Executive team

Since its inception in 2002, the Canadian Air Transport Security Authority (CATSA) has become one of the global leaders in air security, and remains dedicated to advancing and enhancing air security both in Canada and as a partner on the world stage. Our ongoing commitment to air security, is second to none.

As a results-focused organization, our Executive Team continues to raise the bar for excellence and accountability. Its members propel organizational success through checks and balances of key performance indicators as published in the corporate plan and the annual report.

CATSA’s CEO is hired by the Board of Directors, not the Governor in Council, in order to instill impartiality, accountability and effective management.

Angus WattLieutenant-General (retired) Angus Watt
President and Chief Executive Officer (CEO)

Lieutenant-General (Ret.) Angus Watt joined CATSA in 2012 after a 37-year career with Canada’s Air Force.  During his military career, he trained as a pilot, flew Sea King helicopters and was a flight instructor.  Mr. Watt served in many staff positions, mostly focused on coordinating and supervising current operations.  He also commanded at numerous levels, ultimately culminating as Chief of the Air Staff (Commander of Canada’s Air Force).  After his military service, he taught strategic leadership at the Canadian Forces College in Toronto for several years. Mr. Watt holds an MPA (Auburn) and an MBA (Ottawa).

Neil ParryNeil Parry
Vice-President, Service Delivery

Neil Parry is responsible for the delivery of effective, efficient and consistent screening operations at Canada’s 89 designated airports.  Joining CATSA in 2002,  he has held a number of senior positions accountable for both the training and certification of screening personnel and the delivery of screening services across the country. In this most recent role as Senior Director, Program Delivery, he championed the implementation of CATSA’s new Airport Screening Services Agreements, strengthening collaboration between CATSA, screening contractors and stakeholders. Mr. Parry holds a BA in History from the University of Windsor and an MBA in International Aviation from Concordia University.

John StroudJohn Stroud
Vice-President, Human Resources and Corporate Affairs

After working in several positions in the federal government, John Stroud joined the new organization in April 2002. Since December 2007, Mr. Stroud has overseen CATSA’s corporate strategy, performance measurement program, business planning and reporting, risk management and communications, and most recently in 2012, its human resources. He holds a BA (Toronto), an MPA (Victoria), a LLB (Victoria) and an MPhil (Oxford). He also clerked for the Ontario Court of Appeals.

Michael SaundersMichael Saunders
Vice-President and Chief Technology Officer

Michael Saunders ensures the deployment and maintenance of a complex network of equipment that supports security screening at Canada’s 89 designated airports. He is also responsible for CATSA’s information management, project management and technology requirements. Mr. Saunders joined CATSA in July 2008 following a 28-year career with the Royal Canadian Mounted Police where he attained the rank of Assistant Commissioner and held such senior positions as Chief Information Officer and Director General of the Canadian Police College. He holds a BA in Professional Studies, Business Administration and Human Resources Management from Barry University, Miami, Florida.

Mario Malouin Mario Malouin
Vice-President and Chief Financial Officer

 

Mario Malouin joined CATSA in 2006, drawing on his international experience from large accounting firms and as a Principal with the Office of the Auditor General of Canada. Mr. Malouin was appointed Vice-President and Chief Financial Officer in January 2009. He holds an MA in War Studies from the Royal Military College of Canada, a BA in Business Administration from l’Université Laval and a certificate in risk management from l’Université de Mons (Belgium). Mr. Malouin is a chartered accountant, a member of the Order of Chartered Accountants of Quebec and Ontario, and teaches in graduate studies at l’Université du Québec en Outaouais. In addition to his duties, Mr. Malouin serves on Boards of Directors of nonprofit organizations.

Lise Patry Lise Patry
Vice-President, Legal and Corporate Secretary

Ms. Patry joined CATSA in 2002 and has occupied several positions in the organization since then.  Currently, she performs the functions of general counsel and corporate secretary of CATSA and has responsibility for Procurement and Contracting, Legal Services and the Corporate Secretariat.  Ms. Patry began her career in information systems for Andersen Consulting (now Accenture). After working as an intellectual property and technology-licensing lawyer at Gowlings LLP for several years, she became chief commercial legal counsel to the global supply management team of JDS Uniphase Corporation. Ms. Patry holds a BASc in Chemical Engineering (Ottawa). She is also a graduate of the Common Law program (McGill), the Security Manager Program (International Civil Aviation Organization) and the Directors Education Program (Institute of Corporate Directors).
